The IATA DG regulations are quite specific, I quote direct from the book: "Polystyrene beads, expandable, etc, see Polymeric beads, expandable (UN2211) UN221, Polymeric Beads, expandable, Class 9, Haz label Miscellaneous, Packing Group III, Packing Instruction 908. Max Qty 100Kg, Special Provision A38 Special Provision A38 states 'Polymeric beads and moulding compounds may be made from Polystyrene, poly methyl methacrylate or other polymeric material'." The least restrictive packing allowed under Packing Instruction 908 is an approved fiberboard box with sealed plastic liner. The packaging described in the spec does not meet the DG regulations. If the pillows are going to be considered part of the aircraft, then the flammability requirements of JAR 25 apply and a flammability test will have to be conducted under controlled conditions by an approved test house.
